農水省―輸入小麦政府売り渡し価格公示 9月11日

 

MAFF announces its wheat selling price for next 6 months

 

The ministry announces as under that the government’s selling prices for wheat downs by 8.7%.

MAFF says that the market prices in the past 6 months have moved downwards because of sufficient supply in world over.

Act on stabilization of Supply and Demand and Prices of Staple Food

Trading houses commissioned by MAFF import wheat from source countries and sold to MAFF. Trading houses have to sell the wheat to MAFF and this case trading houses need not pay duty.

MAFF procures the wheat from trading houses and sold them to food manufacturers with the set prices as above. This is the price stabilizing system in this country.

Article of the week (Sept. 13)

Customs Act: (Place for examination of goods) Article 69.

Examination referred to in Article 67 (Permission of exportation or importation) shall be conducted at a place designated by the Director General of Customs.

(2)A person who requests the examination referred to in Article 67 to be conducted at a place other than the place designated pursuant to the provision of the preceding paragraph shall obtain permission of the Director General of Customs having jurisdiction over the place where goods which are to undergo such examination are stored.

(3)The Director General of Customs shall give permission referred to in the preceding paragraph if it is found that, due to the nature or quantity of the goods concerned, it is inappropriate to examine them at the place which he has designated and that no trouble will occur in conducting the examination efficiently at a place other than the designated place.

 

Likely situation:

 

An importer intends to import a sensitive instrument. The importer knows that customs has authority to examine importing goods when customs decides a physical inspection of the good is needed. Yet the importer fears that the inspection conducted at customs designated inspection space surely contaminates the sensitive instrument. The importer thinks to obtain the permission stipulated in the article for the inspection within its premises that secures idealistic environment for exposure, however (3) is at customs’ discretion and the importer’s explanations are to be prepared.

In addition, when customs conducts inspection at the importer’s clean room, the importer has to pay customs fees, JP yen 5,000/hour.
