Personnel relocation, change or reshuffle, Japan’s Customs administration does this in every July as if  it is a clock work. And this early July, two top leading EPA negotiators in CTB, who had been navigating the not well oiled ship in the rough sea for the past one year, were reassigned to other offices not much relevant with EPA or International Trading.   

Many of Director Generals and Directors at regional customs houses retire in July after one year’s tour of duty as if the assignments to the slots were trophies for their dedication, obedience and sacrifices for the organization.


Rank and File at their 60 retire in the end of every March en masse. They start receiving their pension at 65. The five-year is bridged by re-employment with smaller payment and at lower positions. It sometimes means they work for their former subordinates.
